2 March 25, 2008 The review process will involve extensive public consultations
The National Capital Commission (NCC) will be undertaking in 2008 the review of the National Capital Greenbelt Master Plan. The Greenbelt Master Plan review scheduled to be completed in 2011 will involve in depth analysis and extensive public consultations, giving the opportunity to Canadians as well as federal, provincial and municipal partners to participate and voice their observations and suggestions for the future of this unique area in the National Capital. The Greenbelt Master Plan is the main policy document that guides the NCC in the planning and use of federal lands in this Capital rural setting. Approved by the NCC in 1996, the Greenbelt Master Plan has been used extensively by the NCC and its partners; tenants, City of Ottawa, federal agencies, Ottawa International Airport Authority, researchers, users and interests groups. “The Plan review will use a rigorous and transparent public process that will allow us to develop the most appropriate strategies for one of the Capital’s most precious features for present and future generations,” said Marie Lemay, NCC Chief Executive Officer. “The NCC will also work closely with the City of Ottawa to better harmonize our respective plans. We are confident that this working collaboration with the City will achieve comprehensive planning documents for the Capital.” The NCC has invited City staff to participate on a working group that will be involved in the upcoming Greenbelt Master Plan review. The NCC will have the opportunity to provide input on documents or policy direction relevant to the City’s ongoing Official Plan and the City’s Transportation Master Plan. “There is an opportunity, with the update of the City of Ottawa’s 2008 Official Plan and Transportation Master Plan, which will take place in parallel to the review of the Greenbelt Master Plan undertaken by the NCC, to share the visions of both organizations in their respective planning documents,” said Larry O’Brien, Mayor of Ottawa. Next Steps In the next year, the initial phase will involve the completion of several background studies and research to provide a better understanding of the purpose of the Greenbelt, its impact on the environment and its future role in the Capital for the next 50 years. Public consultation sessions will be organized to allow Canadians to contribute to the future vision for the Greenbelt. National Capital Greenbelt The 20,000 hectare National Capital Greenbelt is a multi-purpose green space – a symbol of Canada’s rural landscape – a breathing space between the Capital’s inner and outer urban areas. Managed by the NCC in accordance with the 1996 Greenbelt Master Plan, the Greenbelt is a mix of farms, forests, wetlands and federal institutions. Assembled between 1958 and 1966, it is the only publicly owned greenbelt in the world. The NCC owns approximately ¾ of the Greenbelt, with the rest held by other federal organizations and important research facilities. In the Greenbelt, residents and visitors can learn about the natural environment and participate in a range of recreation activities year-round. There are more than 1,000,000 visits made annually the National Capital Greenbelt.
