GPPC Releases Full Conservation Plan

Chelsea, April 16, 2010 – The GPPC is releasing the Gatineau Park Ecosystem Conservation Plan— a full month after the National Capital Commission (NCC) claimed to do so.

"On March 17, the NCC fooled the public into believing it was releasing its park conservation plan, although it only provided a summary," said GPPC co-chair Andrew McDermott. "After reading the plan from cover to cover, we understand why the NCC kept it out of the public eye: it was rank with mistakes – 504 of them in the English version," he said.

Although the NCC promised to table a conservation plan by 2008 in its 2005 Gatineau Park Master Plan (p. 20), the NCC has so far failed to make the full document public.

"Not only is the conservation plan two years late, and filled with mistakes, the NCC's press conference on the subject was a circus of confusion, as demonstrated when CEO Marie Lemay falsely claimed that park visitorship was three times greater than it was 30 years ago," said Mr. McDermott. "However, the 1980 Gatineau Park Master Plan (p.9) claimed that park visitorship in 1978 was 'over two million persons,' while the NCC's most recent figures place it at 1.7 million," he added.

The GPPC also notes with concern Ms. Lemay's continued disregard for the basic facts about Gatineau Park, in particular with regard to its boundaries and land mass.

"In a March 19, 2010 open letter, Ms. Lemay claimed without evidence that the St.-Raymond Boulevard Loblaws and Tim Horton's had never been in the park. Well, we sent the NCC two maps proving the opposite – one from the NCC, the other from Environment Quebec – and challenged Ms. Lemay to a debate on the issue," said Mr. McDermott. "And she still claims the park's size has increased by 700 hectares, while it has in fact decreased by some eight square kilometres," he added.

"A reading of the full conservation plan reinforces our conviction that it's a wholesale swindle perpetrated at taxpayer expense; however, we've posted in on the GPPC Web site as a public service to allow all Canadians to see for themselves just how flawed it is," Mr. McDermott said.

"The conservation plan is predicated on keeping people out of the park by invoking the precautionary principle, which boils down to saying 'We don't have much evidence confirming the public is damaging ecosystems, but let's keep them out, just in case,' particularly where rock climbers are concerned," Mr. McDermott said.

Le CPPG dévoile le plan de conservation intégral

Chelsea, le 16 avril 2010 – Le CPPG a dévoilé aujourd'hui le Plan de conservation des écosystèmes du parc de la Gatineau – un mois après que la Commission de la capitale nationale (CCN) ait prétendu le faire.

« Le 17 mars dernier, la CCN s'est payé la tête du public en lui faisant croire qu'elle déposait son plan de conservation, alors qu'elle n'en dévoilait qu'un sommaire », a déclaré le coprésident du CPPG Andrew McDermott. « Par ailleurs, une lecture attentive du document intégral révèle pourquoi la CCN a agi ainsi : le document est cousu de fautes – nous en avons relevé 504 dans la version anglaise », de dire M. McDermott.

Dans son Plan directeur du parc de la Gatineau de 2005 (p. 21), la CCN avait promis de déposer un plan de conservation au plus tard en 2008. Malheureusement, la CCN n'a toujours pas respecté cet engagement.

« Le plan de conservation accuse un retard de deux ans – en plus d'être cousu de fautes – et la conférence de presse sur le sujet s'est avérée un véritable cirque où régnait la confusion », de dire M. McDermott. « Notons que Marie Lemay, la première dirigeante de la CCN, y a faussement déclaré que le parc accueillait aujourd'hui trois fois plus de visiteurs qu'il y a 30 ans. Toutefois, le plan directeur du parc de 1980 affirme que plus de 2 millions de personnes s'y étaient rendues en 1978 – alors que la CCN dit que ce chiffre est aujourd'hui de 1,7 million de visites », a-t-il ajouté.

Le CPPG s'inquiète également de l'insouciance et de la confusion que Mme Lemay affiche quant aux faits essentiels portant sur le parc, notamment en ce qui à trait à ses limites et à son territoire.

"Dans une lettre ouverte du 19 mars dernier, Mme Lemay affirmait sans preuve que le Loblaws et le Tim Horton's du boulevard St-Raymond n'avaient jamais été dans le parc. Or, nous avons remis à la CCN deux cartes prouvant le contraire – l'une de la CCN, l'autre d'Environnement Québec – et mis Mme Lemay au défi de nous débattre sur la question », de dire M. McDermott. « Par ailleurs, elle affirme encore erronément que la superficie du parc a augmenté de 700 hectares, alors qu'elle a subi un retranchement de huit kilomètres carrés », a-t-il déclaré.

« Une lecture de la version intégrale du plan de conservation appuie notre conviction qu'il s'agit d'une supercherie monumentale réalisée aux frais des contribuables; toutefois, nous l'avons affiché sur le site Web du CPPG dans le but de permettre à tous les Canadiens de constater par eux-mêmes l'ampleur de ses lacunes », de dire M. McDermott.

« Le plan de conservation du parc invoque le principe de précaution pour exclure le public du parc de la Gatineau, un principe qui revient à dire 'Même si nous avons peu de preuves que les gens endommagent les écosystèmes, excluons-les juste au cas…', en particulier en ce qui concerne les escaladeurs », de conclure M. McDermott.
